22nd TAB National Convention and 7th ASEAN Community Blind Forum; the Blind's Empowerment: From the Rights-based Policy and Legislation towards Inclusive Society

On April 20-24, 2019, the Thailand Association of the Blind (TAB) organized the 22ndTAB National Convention at Thong Tarin Hotel in Surin, ThailandThis is the annual TAB National Convention which is moved to be organized in each part of the country depended on each year. The main theme of the latest year was “the Blind's Empowerment: From the Rights-based Policy and Legislation towards Inclusive Society”

In this convention, there was a variety of seminars, special talks and activities driven from TAB, TAB branches, and many organizational networks as;;

- Session  of the role of the Standing Committee on Social Development,Children, Youth, Women, elderly, the Disabled and the Underprivileged affairs, National Legislative Assembly of Thailand and the Citizen Advocacy Development“ by Mr. Wanlop Tankananurak, chair of the Standing Committee on Social Development, Children, Youth, Women, the elderly, the Disabled and the Underprivileged affairs, Thailand National Legislative Assembly.

- Plenary session on “the Blind's Empowerment: From the Rights-based Policy and Legislation towards Inclusive Society by guest speakers as;

• Mrs. Tanaporn Bhromsuwan, Director General, Department of empowerment of Persons with Disabilities, Ministry of Social Development and Human Security
• Mr. Topong Selanon, TAB president
• Dr. Monthian Buntan, National legislative Assembly Member
• Assoc Prof. Dr. Prakorn Siriprakob, Associate Dean of the Faculty of Politics, Chulalongkorn University 
- Special Talk: “The 80th Anniversary on the Education of Thai Blind People: From Charity-based to right-based society” by guest speakers as;
• Mr. Topong Selanon, TAB President
• Dr. Monthian Buntan, A member of the Thailand National Legislative Assembly
• Mr. Khan Prachuabmor, Chair of the Foundation for The Blind in Thailand Under TheRoyal Patronage of H.M. The Queen
• Dr. Suda Suk-um, Director of the Special Education Bureau

- Elevating the massage shop as an enterprise following the standard of TAB Blind Massage by guest speakers as;

• Mr. Torpong Selanon, TAB President

Dr. Tammanit Chanjaraspong, TAB Executive board

Etc.

In addition, there were exhibitions of blind groups and TAB networks for showing their innovation, their missions or theirs products, and also selling products made by the blind or products in daily life for the blind.

 

7th ASEAN Community Blind Forum (ACBF); ASEAN Forum for the Blind in the Region

 

The 7th ASEAN Community Blind Forum (ACBF) was occurred along with the 22nd TAB National Convention. For this year, there were 11 representatives from 6 ASEAN countries; Brunei, Malaysia, Myanmar, the Philippines, Vietnam and Thailand. ACBF drove the forum with the main topic about “ASEAN Enabling Master Plan and “Information Accessibility” which are currently important for not only Thai blind persons but also other blind persons from all over the world. This year, Thailand also celebrated to become the 49th member of the Marrakesh Treaty. This treaty is going to enter into force for Thailand on April 28h, 2019Besides, representatives of each country participated in a session of country report’s presentation. All ACBF representatives shared the movement of the blind in their owen country and exchange ideas and experiences between representatives and other participants as well.

Regarding the 7th ACBF ResolutionACBF calls upon all governments in the ASEAN community to mainstream the rights of persons with disabilities in all aspects as political, economic, social and cultural; into their  country respective law and policy, according to the ASEAN Master Plan 2025. ACBF also needs to call for all governments in ASEAN countries to take necessary actions for blind citizens to access information so they can exercise their rights of all aspects with full participation, particularly t transportation,  education and employment.

The governments are supposed to provide financial support for organizations of blind people in ASEAN countries in order to cooperate in diverse activities and also raise awareness of the blind to general public through activities such as White Cane Safety Day. Besides, the ASEAN Community Blind Forum urges member organizations to work with the public and private sectors to facilitate implementations according to the ASEAN Master Plan. 

As the 22nd TAB National Convention, TAB and other collaborating networks altogether generated the “Surin Declaration” in order to announce and support the intention developing the quality of life of the blind.

 

SURIN DECLARATION

The 22nd TAB National Convention

On Wednesday 24th April 2019

At Thong Tarin Hotel, Surin, Thailand

 

For the current year, the main theme of the 22nd TAB National Convention was mentioned as “the Blind's Empowerment: From the Rights-based Policy and Legislation towards Inclusive Society” focusing on,

Realizing the new ideal of development of life’s quality for the blind and TAB aims at the blind to become center of development of life’s quality based on independent living. Blind Thais can take part in an important dynamism of production of family and society, they also have dignity as valuable members of the nation. TAB needs to empower the blind in all dimensions, blind members are able to cope with social transformation, law and regulations, and public policies leading to rights and opportunity. TAB needs to enhance the higher level of quality of life, to decrease the rate of inequality and discrimination in order to reach for inclusive society. Currently, these responsibilities are considered as the important missions which TAB intends to achieve for more than 200,000 Thai blind people

TAB  recognizes that public policies aims to develop people in all dimensions and all ages to become good, smart and potential citizens. They also needs to build opportunities, social equality and the growth of quality of life with eco-friendly ways as following the 20 years-National Master Plan.

TAB acknowledges the current laws and regulations which affects the quality of life of the blind as the Copyright Act volume 4 B.E.2561 (2018), the Eastern Special Development Zone Act B.E.2561 (2018) and the Social Enterprise Act. These three acts are laws and policies as the important mechanism of right’s base leading to sustainable development of life’s quality of the blind.

TAB realizes to empower the blind to be more potential and aims to decrease the rate of inequality leading to the inclusive society under laws and rights-based policies. It also includes to build internal dynamism to support the development of potential of the blind and other organizational networks with good governance. Moreover, TAB encourages other terms and conditions as elimination of unfair discrimination, knowledge revolution under the 80th Anniversary on the education of the blind in Thailand, promoting the establishment of social enterprises, preparation of recommendations for the development of the operations of the service centers of the blind, empowering knowledge, the ASEAN master plan, interconnection between ASEAN countries. Likewise, TAB needs to pioneer new occupations such as agriculture, Sachiko embroidery and blind writers career.

As these results, TAB and other organizational networks are intended to make declaration as follows;

1. We will jointly develop the quality of life for the blind and reduce inequality Leading to a peaceful society Under the laws and rights-based policies.
2. We will strengthen and improve the mechanism to support the development of the potential of the blind and the network organization to create good governance, to stop the unfair discrimination, to develop the direction of education for the blind, to promote the establishment of social enterprises for supporting the blind to become entrepreneurs, to develop more effectively operational dynamism of the service centers for the blind, to improve the dynamism of right accessibility regarding to the ASEAN master plan, to pioneer the agricultural occupations for the blind and their family under the intensive agriculture project, to support writer career and Sachiko embroidery under the brand “Pak Jit Pak Jai” for the blind.
3. We will jointly drive and monitor the enforcement of laws, policies, strategies, plans and international obligations for promotion and development of the quality of life for the blind. We will also reduce the inequality in order to reach for the inclusive society.
4. We will altogether implement and comply with the resolutions of the current TAB National Convention and then announce the results of these implementations next year in the 23rd TAB National Convention.
