Policy Platform Workshop on the Mobilization of problems, needs and suggestions of persons with disabilities for purposing the Policy Proposal to the Thai government

 
 
 
On March 28, 2019, the Thailand Association of the Blind (TAB) organized the policy platform workshop on a topic of “the Mobilization of Problems, Needs and Suggestions of persons with disabilities for Purposing the Policy Proposal to the Government” at the meeting room 404 located in the TAB Head Office in Thailand.
 
At present, Thailand has been chosen to be the Chair of ASEAN community, which is essential to comply with the laws and policies of ASEAN. Moreover it’s important to bring the rights to the population in the ASEAN region recognized by various laws on regional and international levels in order to integrate them in Thai law and to be a good example for other ASEAN countries. At the 33rd ASEAN Summit, the ASEAN Master Plan 2018 - 2025 was launched and adopted the rights or the international laws of persons with disabilities into the real action such as the Convention on the Rights of Persons with Disabilities and Bali Declaration. The ASEAN Master Plan aims to integrate the rights of persons with disabilities to the mainstream rights. ASEAN persons with disabilities must be recognized to have their own human dignity congenitally. And the disability is considered as a variety of humanity which is accepted in accordance with the principles of the Convention on the Rights of Persons with Disabilities. It must be guaranteed that persons with disabilities can access their rights and the basic rights such as accessing the equality of education, accessing the transportation facilities as well as having a stable, prosperous and sustainable economic status.
 
In this workshop, representatives from the Thailand Association of the Blind, the Association of Disabilities Thailand and the Association of Parents of Persons with Intellectual Disabilities of Thailand came together to brainstorm on issues of problems, needs and suggestions of many dimension for disabled people which they would like to call for the Thai government for example strength of disabled people’s organization,  right of women with disabilities, accessibility of information, accessibility of justice, employment, social attitude, experts for a field of disabilities etc. based on group working of this workshop, the first three intended issues is justified as follows.
 
 
1. Accessibility of all domains of education for persons with disabilities
Problems
1. Educational system for persons with disabilities
2.  A lack of books, teaching materials and equipment
3. The Thai education system does not give enough significance to disabled children.
4. The education policy relevant to disabled students has not been implemented in practice.
5. Educational institutions are not compulsory to accept disabled students due to study in their educational institutes. This situation causing that disabled students face the difficulties to be admitted into schools.
6. When the management or administration is changed, the educational institutions will also change their policy in terms of disabled students. As this result, it causes a lack of implementation unceasingly.
 
7. Educational institutions do not have personals and experts for disabled students
 
Solutions
 
1. Encouraging the inclusive education between students with and without disabilities
 
2. Financial support by the Thai government
 
3. Producing the guidance of education for disabled student presented to hospitals
 
4. Introduction of disabilities  suggested by doctors and nurses
 
5. Supporting and offering knowledge for parents of persons with disabilities
 
6. Organizations of disabilities create seminars, training or workshops to raise awareness of the Education Act in section of persons with disabilities
 
7. Public sectors builds awareness of disabilities to parents of disabled people.
 
8. Law enforcement for education of persons with disabilities
 
9. Adding a subject of disabilities for all disciplines
 
10. Increasing a number of personnel’s or specialists provided for students with disabilities at educational institutes.
 
11. Supporting the full scholarship on levels of bachelor, master and doctoral degrees majoring the development of disabilities
 
12. Organizing seminar, training or workshop on a topic of awareness of all disabilities
 
 
 
2. Accessibility of source of capitals
 
Problems
 
1. The source of capitalsui supplied by persons with disabilities are less able to access..
2. At present, persons with disabilities can access source of capitals served for their vocation only.
3. Persons with disabilities still have a lack of knowledge and understanding of loaning rights.
Solutions
1. Increasing channels to access source of capitals for persons with disabilities
2. Increasing the law and the regulations regarding to the funding source for the disabled people in every life aspect and the fund should be provided to all types of credit services to disabled people such as residence and vehicle etc., not limited to allow credit of vocation only to persons with disabilities.
 
3. Having a public relations and communicating through social medias for source of capitals for persons with disabilities.
 
 
 
3.Accessibilities of facilities, transportation and service of public sectors
 
Public transportation’s system
 
Problems
 
1. Persons with visual impairment can’t know where bus stop is located in.
 
2. Persons with visual impairment can’t know which bus number will arrive the bus stop.
 
3. Persons with visual impairment can’t know by themselves when they should take off the bus to their target bus stop. It’s always necessary to be informed by bus staff or bus driver.
 
Solutions
 
1. Audio support on bus for announcing each bus stop where the bus have to be driven to  pass.
 
2. Design of a symbol of transportation system
 
Problem
 
Persons with disabilities can’t access areas of governmental offices and organizations such as hospitals, other public sectors, district offices etc.
 
Solutions
 
1. Establishing one stop-service center and providing staff to help persons with disabilities
 
2. Problems
 
3. Accessing the transportation as BTS Skytrain : persons with disabilities face a problem to contact staff in order to request help but they cannot contact staff practically.
 
4. Passengers with disabilities especially blind passengers are not able to know where the BTS Skytrain station is situated.
 
Solutions
 
Creating a symbol assisting blind passengers, establishing guiding block or braille block and also warning block at turning left or right points built completely to go to service point and emergency panel in the station for requiting emergency help by disabled passengers.  
 
Problems
 
1. A lack of elevators for every pathway of BTS Skytrain station
 
2. A lack of low  floor-bus
 
3. Wheelchairs cannot park because of having no standard of bus service
 
4. Inaccessibility of automatic ticket vending machine for persons with disabilities
 
5. Inaccessibility of pathway and bus stop around the station for disabled passengers
 
6. Taxi drivers frequently refuse to service disabled passengers especially wheelchair users
 
Solutions
 
1. Supporting the budget of facilities and enforcing law for a standard of taxi service and other transportation
 
2. Enforcing rules or regulations to provide concessions or manage a service provider for preparing facilities (Canceling a solution for staff to help disabled people from time to time)
 
Problem : Travel on foot
 
1. Barriers on pathway for examples trees, manhole covers, electricity posts and billboards etc.
 
2. Unsafe and uncomfortable footpath need to be fixed to be better and safer and riding motorcycle on the footpath
 
3. Low level of volume of signal for crossing the road, not clear audio signal  
 
Solutions
 
1. Growing trees a side of footpath, not growing in the middle of the footpath
 
2. Enforcing law related to the transportation more efficiently
 
3. Repairing and adjusting the footpath to be better and more comfortable
 
Problem : Building and places of governmental organizations
 
1. A lack of slop path  
 
2. Governmental officers don’t have service mind to help persons with disabilities.
 
Solutions
 
1. Raising awareness of disabilities for governmental officers
 
2. Legislating and enforcing law, it is compulsory to build slop path and accessible elevators in governmental organizations
 
According to capital sources, representatives from all 3 organizations urged the Ministry of Social Development and Human Security and the Ministry of Finance to accept amd implement these solutions successfully within the year 2019
 
Regarding to ​​landscape architecture, universal design and transportation, the representatives from all 3 organizations caledl for Bangkok and the Bangkok mass communication to implement and achieve these proposed solutions within 2 years.
 
In terms of access government organizations and services, representatives from all 3 organizations called for the Ministry of Health and the Ministry of Interior to complete the solutions within 2 years.
